Baba Yaga is sometimes known as "she of many faces" and can be a very evil entity.
You know how slavic pagan religions go, everything is dualism, light and dark. So each head is one of her aspects. Those are some freaky garbagemen you have there.
Keep your eyes peeled for her three horsemen - one white, one red and one black.
